Schedule 3 (Clause 15) of the Telecommunications Act 1997 requires carriers to comply with a Ministerial Code of Practice. Generally speaking, the Code places requirements on carriers to conduct their activities for which they are to exercise their statutory rights and immunities in a way that responds to the rights of individual land owners, affected utility service organisations and management authorities and to broader community concerns on environmental issues.
