EME Compliance History

Mobile Network Carriers have been actively addressing EME concerns in conjunction with the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) and AMTA.

Back in 2001, the Mobile Carriers Forum established an EME Management Committee which was responsible for implementing standardised EME management initiatives and processes at “co-sited” (shared) facilities.

A project known as the “EME Rooftop Trial” was commissioned in 2001 by this committee and lessons were learnt from the exercise.
The purpose of the EME Rooftop Trial was to test an MCF devised process which would set up procedures and protocols for collating, verifying and communicating information about carrier base station equipment and emissions on non-carrier owned property.
 
With the assistance of the Property Council of Australia, the MCF trialled a process for providing information about a carrier's equipment on rooftops.  Information included compliance certificates and environmental reports, all verified by NATA accredited assessors which included an on site inspection.
 

The MCF carriers have since been uploading this information onto a database accessible via the Radio Frequency National Site Archive website www.rfnsa.com.au across all sites within Australia.

The MCF RF Safety Compliance Program has evolved from this project and is in keeping with the MCF's charter of providing information on deployment matters and network
