 In 2003, an industry code was developed by representatives from community groups, mobile phone carriers, unions and local governments. It was produced to address community concerns about the design, operation, selection of sites and the consultation process for carriers when planning and installing communications facilities. The code of practice has since been registered by the Australian Communications and Media Authority (ACMA).
Since its inception in 2004, the code - ACIF C564:2004 Deployment of Mobile Phone Network Infrastructure has increased transparency and accountability of carriers and increased consultation with communities. Carrier staff and contractors have effectively utilised the code and have considerably reduced the number of formal complaints made to the ACMA.
