Welcome to the Mobile Carriers' WebsiteThe Mobile Carriers Forum (MCF) is a division of the Australian Mobile Telecommunications Association (AMTA) the peak industry body for the telecommunications industry. The MCF is a specialised AMTA Forum that deals specifically with social, environmental, policy and regulatory issues related to the deployment and operation of mobile phone networks. Its members are: Hutchison, Optus, Telstra and Vodafone.
The MCF strives to ensure that the mobile carriers’ industry addresses community expectations about the deployment of mobile phone base stations and balances the needs of Australia’s 19.76 million mobile phone subscribers with local community concerns. Without base stations, mobile phone coverage would be severely limited, which would compromise the key role played by mobile telecommunications in the community.

MCF Design and Innovation Taskforce Project Overview
For the past 12 months the MCF's Design and Innovation Taskforce has been working on a strategy and tools to improve the visual outcomes of mobile network infrastructure when it is deployed. The aims of the Taskforce Project were to identify techniques and guidelines which can be applied to everyday mobile phone base station site design processes and assist telecommunications Carriers to achieve better siting and visual outcomes.
The Taskforce has now finalised its work and has released the MCF Mobile Network Base Station Deployment Technical Paper and the MCF Base Station Design Guide Tool.
The Technical Paper has been prepared in response to investigations and consultation undertaken by the Mobile Carriers Forum (MCF) Design and Innovation Programme project. It is a resource and instruction Guideline which Carriers and their consultants may consider when designing and implementing mobile phone base stations to achieve better visual outcomes.
The Mobile Base Station Design Guide Tool was released following a 3 month trial on the field and provides a structured process which can assist Carriers to document and assess the landscape context of a proposed mobile phone base station. Once all of the information has been inserted describing the landscape context, the Design Guide Tool generates a design framework that provides guiding principles to be used in order to minimise the visibility of the proposed mobile phone base station at the identified site location.
The MCF National Council will visit all MCF Regions in a National Road show in mid-February 2008 to provide training to carriers and their staff, so that full implementation of the Taskforce outcomes can be achieved shortly thereafter.
A User Manual which accompanies the Design Guide Tool has also been produced by the MCF. The purpose of this User Manual is to explain how to use the Mobile Network Base Staion Design Guide. Download the User Manual here.
If you have any feedback regarding the Base Station Deployment Technical Paper, the MCF Base Station Design Guide Tool or the User Manual, please contact the MCF Program Manager.

Preparing and understanding the Revised Environmental EME Report Format
A Revised ARPANSA Environmental EME Report has been developed by the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) to ensure that information about mobile phone base stations and levels of electromagnetic energy (EME) are clearly provided to interested stakeholders. The new format will be progressively introduced by 1 July 2007 when full implementation will be achieved.
Download the MCF Operational Bulletin which explains the industry changeover to the Revised ARPANSA Report.
Download the MCF Fact Sheet on Understanding the Revised EME Report
Download the MCF Fact Sheet on Reading the ARPANSA Report
For Carriers/Industry
If you are an Industry stakeholder and have any questions about the process of preparing the revised report please provide details of your query and the MCF will arrange for a response to be posted on this website as soon as possible. Please submit your question here.
For Community
If you are a community stakeholder with any questions about the new format reports please visit the ARPANSA website.
If you are an Community stakeholder and have any questions about the revised report or interpreting the report Please submit your question here.

Working Safely Around Radiofrequency Transmitters
Exposure to excessive levels of radiofrequency (RF) emissions may affect your health
The Mobile Carriers Forum (MCF) Fact sheet series is designed to inform all who are required to work on sites located near operating radiofrequency transmitting antennas (RF Site).
Download "Working Safely Around Radiofrequency Transmitters" document to read:
- About RF Safety and Health
- About RF Transmitters and Who are RF Workers
- I need to access a roof/structure as part of my work duties near Mobile Phone Carrier RF Transmitters
- I am an RF Worker and I need access to a RF Site as part of Mobile Phone Carrier operations
- What if I believe I have been over-exposed to RF EME?
