The MCF is a specialised AMTA Forum that deals specifically with social, environmental, policy and regulatory issues related to the deployment and operation of mobile phone networks. Its members are: Hutchison, Optus, Telstra and Vodafone.
The MCF strives to ensure that the mobile carriers’ industry addresses community expectations about the deployment of mobile phone base stations and balances the needs of Australia’s 19.76 million mobile phone subscribers with local community concerns. Without base stations, mobile phone coverage would be severely limited, which would compromise the key role played by mobile telecommunications in the community.

MCF Design and Innovation Taskforce Project
Overview
For the past 12 months the MCF's Design and Innovation Taskforce has been working on a strategy and tools to improve the visual outcomes of mobile network infrastructure when it is deployed. The aims of the Taskforce Project were to identify techniques and guidelines which can be applied to everyday mobile phone base station site design processes and assist telecommunications Carriers to achieve better siting and visual outcomes.
The Taskforce has now finalised its work and has released the MCF Mobile Network Base Station Deployment Technical Paper and the MCF Base Station Design Guide Tool.
The Technical Paper has been prepared in response to investigations and consultation undertaken by the Mobile Carriers Forum (MCF) Design and Innovation Programme project. It is a resource and instruction Guideline which Carriers and their consultants may consider when designing and implementing mobile phone base stations to achieve better visual outcomes.
The Mobile Base Station Design Guide Tool was released following a 3 month trial on the field and provides a structured process which can assist Carriers to document and assess the landscape context of a proposed mobile phone base station. Once all of the information has been inserted describing the landscape context, the Design Guide Tool generates a design framework that provides guiding principles to be used in order to minimise the visibility of the proposed mobile phone base station at the identified site location.
The MCF National Council will visit all MCF Regions in a National Road show in mid-February 2008 to provide training to carriers and their staff, so that full implementation of the Taskforce outcomes can be achieved shortly thereafter.
A User Manual which accompanies the Design Guide Tool has also been produced by the MCF. The purpose of this User Manual is to explain how to use the Mobile Network Base Staion Design Guide. Download the User Manual here.

Preparing and understanding the Revised Environmental EME Report Format
A Revised ARPANSA Environmental EME Report has been developed by the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) to ensure that information about mobile phone base stations and levels of electromagnetic energy (EME) are clearly provided to interested stakeholders. The new format will be progressively introduced by 1 July 2007 when full implementation will be achieved.
